SAT is a hard test and a lot of students have been preparing for it since freshman year. Not only Americans are taking, but also students don't speak English as a first language. In this case, the students from other countries seem not ready for college, because maybe their scores are low and their grades aren't good. The SAT is only part of the key that determines the school students will get in. If a student has an average SAT score, but their GPA is below 2.5, the colleges will not going to accept them. Everyone does things differently pertaining to how they feel, their goals, financial situation. People who took the SAT are deemed not college ready because of their income or because of a new transition period. Many people go through the same thing during this transition period because it is hard for a high school student to become a college student. 58% of students took the SAT, doesn't mean the rest who didn't take it are also not college ready. The reason students are taking the SAT because they CSU and the UC needed their score as a proof that they're ready for college. The old SAT had been already hard enough for immigrant. Not talking about the SAT, being in ELD class, there is no way that person is ready for the SAT or even CAHSEE. They have to try really hard to be on the same level as everyone else. Because the higher English class, the better chance they can learn the SAT vocabulary and the works are harder in ELD class. Guessing is always happening to SAT, even if they guessed it wrong, they still earn some partial credit. But the new SAT doesn't apply it anymore.
