Great question! The homeless population is one area were any type of tracking is going to be difficult. As discussed in our FEMA training, this is part of the population would social media campaigns and efforts would be ineffective. The majority of the homeless populations do not use any type of mobile device and with some individual’s mental health issues, social media could have a potential negative effect on their behavior.
