A state budget is an important integral part of funding programs and agencies that were created for the sole purpose of providing public services to its citizens. To continue the cycle of services being provided revenue in the form of taxes and fees must be collected to account for the cost (expenditures) providing public services. Each year in the state of Alabama, the annual fiscal year budget must be formulated and approved before the year begins, to make sure the revenue is properly allocated to cover public service expenditures. Through the use of budget request packages, Alabama agency heads will fill out and submit Executive Budget Office (EBO) forms 1, 2, 3, 5, 6 and 7 of estimated revenue needed to fund agency services that are being provided to the public (Office, 2015). The ALEA is a newly formed department that has brought together 12 of Alabama’s law enforcement agencies, to form a unit with statewide cohesion that will facility better dissemination of information to state law enforcement officials to effectively and more efficiently support and defend Alabama citizens (Agency, About ALEA, 2015). With 12 key law enforcement agencies working together under one roof, they are going to need a sizable budget to cover expenditures associated with fulfilling their mission statement of “providing quality service, protection and safety to the State of Alabama” (Agency, 2015).
