Crime is one of the largest problems, many cities, states, and countries face on a day to day basis. Crime control is not an easy task to maintain, especially if there are numerous of criminals lurking to commit crimes. The purpose to control crime is to maintain order, peace and safety within society. If people don’t feel secure and safe in an environment that alone creates chaos and confusion with people in communities which could result down to the crime being committed. It can be controlled by law enforcement officials, but it will always remain a never ending cycle in life. There were several of tragic events that transpired that resulted down to people losing their lives during the year of the 1994. Children and adults were getting killed because people didn’t have any regard for human life. So action must have been taken to end the madness of ongoing killings that spread out of control in the city. The strategic plan NYPD created was an idea about how to prevent crime, and create a theory of action for it. “The theory NYPD came up with was the “Broken Windows Theory” (Kelling & Bratton, 1998). This theory primarily states any crime that is left unnoticed signifies no one as far the community or law enforcement cares about crime nor are they in charge. Some people may even feel like why stop vandalizing property since no seem to care about the community. If actions are not taken immediately in a community where the Broken Windows theory has occurred, then the crime rates will constantly increase as time goes by.The strategy proclaimed as the “linchpin of effors now being undertaken by the NYPD to reduce crime and fear in he in the city. The primary purpose of these meetings were to identify incidents of crime and the quality of life enforcement information that each precinct established. “Commissioner William Bratton designed these Compstat meetings as a way to make his 76 precinct commanders and their officers accountable for crime in New York City. (Walsh, 2001). The Compstat system was built on four concepts and they are “accurate and timely intelligence, rapid deployment of personnel and resources, effective tactics, and relentless follow-up and assessment. (Greene, 1999). The Compstat theory is an engine that drive zero tolerance policing in New York City. It was the heart of the strategic organizational changes that Bratton introduced once he took command of the NYPD in 1994. Also these meetings enabled the administrative staff to identify and discuss the patterns and high profile incidents. They also identified review tactics and results in a face to face basis with operational commanders while at the same time cutting out the communication obstacles in large bureaucratic organizations.
