Is there a Philippine Public Administration? This question seems very simple to answer for most of us. Some would say, “Yes, we have”, but when asked why they say so, they just emphasize the presence of the government in the country. This question is not as simple as most of us thought of since it requires an extensive analyzation on several aspects of the country’s public administration before arriving at a certain answer. According to Brillantes and Fernandez (2007), there is a Philippine public administration as long as institutions which address specific sectoral concerns exist, there is a massive role of the bureaucracy, and the presence of three major institutions which are: education, politics, and government. Furthermore, they argued that the country’s public administration have structures and processes. There is the executive branch at the core of the bureaucracy, legislative, judiciary, and sub-national institutions and local governments. The article entitled “Is there a Philippine Public Administration?” by Onofre Corpuz provided different perception on the country’s public administration. He utilized several key areas in supporting and qualifying his stand on the question. Based on how he argued in his article, it can be seen that he negatively stated that there is a Philippine public administration through his statements, “All this is very Filipino” and “…the existing public administration is faithfully Filipino”, and to further this, he made use of the three
