We consider that there is risk to both spectators as well as athletes. Our measures will incorporate many levels of security and make the venues hard targets for any potential threat. Not ruling out any possible means of attack we believe a conventional form of attack is most likely. The risk of biological or nuclear threat is still possible but unlikely due to the difficulty of manufacturing and transportation. It is also likely that there will be more than one person involved. Of the two venues, the Dallas American Airlines Arena is a more likely target. This is due to its larger size and proximity to other large buildings and public transportation facilities. Any names that become red flags will be further investigated. Any venue workers or employees will also be checked for any connection with radical groups in an effort to prevent back entrances from being used to smuggle weapons of mass destruction (WMDs), explosive devices, firearms, or other devices to create harm or panic. The NCAA will open only necessary entryways to both spectators and employees limiting available ways around security and eliminating soft entry points. All facilities will be physically inspected to check for any pre-placed items a terror group may have put in place. As a part of athlete security, all locker rooms will be thoroughly swept for bombs or chemical weapons and security will be placed to maintain their security. Their entry location and time will be based on limiting their exposure and vulnerability to threats. Local law enforcement will create primary and secondary routes for emergency services to reach the venue. Officers will be briefed on any and all likely people
