Representative government is a well-known world practice and it was first developed in Great Britain, Switzerland and the United States of America. Then it expanded to the British Commonwealth countries and other places which include Malaysia. According to Bond and Smith (2013) “Representative democracy can be defined as a system of government where ordinary citizens do not make governmental decisions themselves but choose public officials-representative-of people- to make decisions for them” (p. 13). The main goal of representative democracy is to protect the rights and interests of the citizens in the country by giving them the freedom of speech. Hence, the leader holds a huge responsibility and play the major role as they had been elected during the elections to represent their nation. In this system, it is clear that the citizens have second hand control of the government, which is ideal for most countries. The officials department will help the citizen to solve their problem by providing them the steps that need to be done in order to get the issue to the next level of government.
