Although Napoleon’s rule is worth a whole essay in of itself, it is more about Europe’s reaction afterwards that pulls France right back to where it had practically started before in 1789. In 1814 the four biggest countries at the time: Britain, Austria, Russia, and Prussia came together to make the Congress of Vienna in order to figure out what to do with French and to prevent another Napoleon problem from taking over Europe again. After over a year of supposed deliberations an official peace was finally established. The Congress first decided that each country would get some of Napoleon's lands as a way to balance out their power. It fell to Prussia to take control of the lands surrounding France in order to watch the country in case it tried
