As there does not seem to be any uniformly measure for fairness covering all types of queues in different environments, there needs to be some fundamental questions or principles that can be followed in order to insure that fairness is uphold. These questions relate to the three properties, Conformity, Granularity and Intuitive Appeal and Rationality (Avi-Itzhak et al., 2008) which helps describe performance measures. These three principles can help to characterize the fairness measures in order to be able to form independent measures of fairness for newly established queues or existing queues. To illustrate this we may return to the example given previously, in which a police station responds to distress calls made by citizens. If an already established measure of fairness from this setting where to be established at a bank, the measure would likely be rejected as it would not describe the actual perception of how the customer in the bank would perceive just and fair treatments. The different methods towards fairness in a queue are in most cases based on some pragmatic ideology (Raz et al., 2004) such as, seniority most be prioritized, prioritizing those who require little, an waiting time in proportion to the required service. But for a fairness measure to be accepted, the essential principle of a fairness measure must be that it considers the surroundings in which the measure is taking place. The measure must be conform to the common view of social justice in that particular setting and culture.
