The Nazi government didn't just start off by announcing the killing off all Jews because something so sudden and different would be sure to cause kaus, without Germans getting use to hitler's point of view they would naturally be in favour of not killing all Jews, and the idea would quickly be shut down. If this were to happen Jews would quickly take action, fighting for survival, having a higher chance of living. By taking away the rights of Jews little by little the idea became more plausible and believable. Nazis' radical program, required the support, or participation of broad sectors of the population.
