The scholarly article that I will be focusing on will be The Presidency and the New Political Culture by Terry Nichols Clark. This scholarly article focuses on Presidents of the United States. Clark writes to tell us how Presidents are seen as symbols in the US, how they are the voice of public, and should work to help the public. As stated here “American presidents are symbolic leaders of the American people. In this democracy their words and deeds must capture concerns of the public for them to be elected and to maintain public "confidence," as registered in some recent years in nightly polls.” here talking about how the president is the one elected to help run the country and must run things in a way so that the concerns of the public can be met and calmed. Many of the ways that the new political culture changes the rules of politics is put in place so that this new version of politics can adjust and focus on the more modern issues that we are currently facing, such as “explicitly distinguishing social and fiscal/economic issues” “increasing emphasis on social issues” and “growing participation among younger, educated, professional, and affluent individuals and societies.” the NPC appeals to the more oppressed; The lower classes, minorities, and LGBTIQ groups. Although the NPC was put in place to help battle the current issues of today, there were still some things out there that would hold back the NPC from completing what it was intended to do, one of those things is political parties well established in the countries, as stated “The United States has had more of the NPC and earlier than in other countries in good part due to the U.S. party system. The party structure is far more important than generally recognized, specifically because so many of the value changes and cultural elements of the NPC are shared by citizens in much of Western Europe and Japan as well as the United States (Clark & Rempel, 1997).” here stating how NPC is becoming more well known in the states thanks
