Human development standards of a country give economic and social development of its society as whole, which may influence by healthy internal and external affairs. Currently, some states encounter challenges of domestic unrest in the form of civil wars or domestic conflicts, religious issues as experienced by Israel and Palestine, and ethnic cleansing like genocide problems. Among them human smuggling, human trafficking, irregular movement of persons, migrant workers, boat people and asylum seekers are also crucial issues in the international relations arena.

Simultaneously transit and destination countries for IDP people are facing with some challenges, because all states give first priority of responsibility to their local people`s livelihood because though they are affluent but resources are limited. Now leaders of affected countries have given much priority this issue and have come to a round table discussing, how to solve this issue. But, as a human being, one has right to be a migrant. The country of origin also has no right to deter on these people; but regimes have responsibility to protect its people from this kind of modern slavery. Migrant workers, human smuggling and trafficking are interrelated. Peoples are migrant to new place to find good - paid job. Migration can be divided into two types; legal and illegal. Human smuggling and trafficking include in illegal status. Both types can take place within origin country and cross-country. Cross country human trafficking is considered as transnational crime matter. The word “crime” is defined in dictionary as “ an action or omission, which constitute an offence and is punishable by law” (Online Oxford Dictionary, http://www.oxforddictionaries .com/definition/english/crime). UN never interferes to others nations domestic issues, unless issue is concerned with human right violation, where UN has rights to intervene to those countries. Human security and living standard of people differ among countries depending on political stability and economic development of an individual country. Therefore, Myanmar Policy on Trafficking in Persons is also not an exception. Myanmar, as a country identified human trafficking is challenging issue in the society. Myanmar ratified UN convention against Transnational Organized Crime and its protocols, and become member of the following conventions on 30 March 2004 (a) Protocol to Prevent, Suppress and Punish Trafficking in Person, especially Women and Children (b) Protocol against the smuggling of Migrant by land, Air and Sea and (c) Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and
