The Executive Branch, Congress, and the defense industry are the three leading players in defense acquisition. Each one of them is charged with significant roles and duties. The President, the Office of Management and Budget, the National Security Council, and the Department of Defense comprise the Executive Branch regarding defense acquisition. The President of the United States, the National Security Council, the Office of Budget and Management, the armed forces, and the Department of Defense all play essential roles. The US president can sign legislation to obtain the necessary materials, technologies, and weapons. The Executive Branch can find the best providers that adhere to regulations and negotiate with legislators on the basic requirements for the Department of Defense.
