The human resource function refers to the people or employees that staff and operates in an `organization (Heathfield, 2007). The human resource aspect of an organization is the function that deals with hiring, staffing, compensation, career progression, performance management, and training. Since the VA relies of the human resource to perform daily duties, the human resource function is the primary source of the organization’s competitive advantage. The VA human resource function creates solutions that attract, retain, and serve VA employees. The VA competes with other organizations to recruit and hire top candidates through strategic business planning. To remain competitive in the job market the VA uses business strategies like hiring incentives, attractive nationwide job opportunities, numerous opportunities for growth, and many employee benefits including work life programs (Department of Veterans Affairs, 2005, Pg. 29). This is a vital part of the strategic portion because all strategically placed employee will further enhance the organization’s ability to accomplish organizational MVGOs. The VA uses various ways to encourage top performance. This is done through, evaluations, rewards, awards, recognition, promotion, and time off. Employees are motivated through opportunities for promotion, professional growth, financial rewards and incentives, and flexible work schedules that allow employees to accommodate personal needs. These drivers are essential in motivating employees to accomplish the organization’s MVGOs. Employee performance is evaluated through the employee performance appraisal. This appraisal is designed to evaluate employee performance. If performance rating is unsatisfactory, employees will be given an opportunity to attend training to improve performance within 90 days of
