Tiberius and Gaius Gracchus were Roman tribunes who wanted land to be redistributed to displaced land owners. They were both members of the Populares, which were a group who relied on the people's assemblies to gain political power. Tiberius thought that the reasons of Rome’s problems was the shortage of small farmers. He wanted to create a distribution program called Ager Publicus populi Romani (APPR) and wanted the government to redistribute government land to the poor. The Senate was unwilling to agrarian reform because a majority of its members were wealthy and owned much of the land and it was the main source of their wealth. Tiberius and Gaius were constantly fighting for what they believed in, which made them enemies of the state, because they were not following certain rules in order to get their laws passed. Tiberius redistributes land to the poor and he does this without the approval of the Senate, so he gets assassinated when he tries to run for re election. Gaius, follows his brothers footsteps and is also assassinated after trying to run a third time for tribune. So, with the Gaius brothers constantly pushing for what they believed in, they had to become enemies with Rome, in order to put their laws in effect.
