1. To what extent do you think the U.S.-Canadian magazine dispute was motivated by genuine desires to protect Canadian culture?
The US-Canadian Magazine Dispute was strongly motivated by genuine desire to protect the Canadian culture because Canadian government known the important of magazine production as one of the commercial direction to the country’s economy and they have strong cultural believe to preserve their national identity and the differences they share with US culture. Despite the fact that Canada is the second largest nation in the world, roughly about 90 percent of the Canadian population got many basic favors with American government across the borders. Is it fair to levy extra taxes against foreign magazines—which have the effect of forcing Canadian purchasers of foreign magazines to subsidize local publications?
Based on what I mentioned in question number 4, the Canadian government’s interest should also be respected as they tend to retain their cultural values. However, imposing extra higher tax to foreign magazines producers would be seen or measured as discriminatory act as the foreign producers would be put into disadvantage side. The Canadian government should come up with good policies that would serves to protect their local magazine industry and to give the foreign ones the advantage to make profit as well.
6. If you were the Canadian government, trying to protect the domestic magazine market, what kind of criteria would you establish to distinguish between a split-run and a domestic magazine?
In order to distinguish between a split-run and a domestic magazine, I would treat them as what I will identified as “fair trading law”. The tax imposed on split run magazines would be higher than the local magazines but in a very little amount, as the split-run magazines also contains little part of my country’s contents. So, both split-run and domestic magazines are serving my purpose of promoting my cultural values but in a slit different way.
