During the reign of William II and during the reign of Henry I, the expectation is that a king should be able to rule effectively as being an individual was important. He had to be wise and just – in order to deliver justice properly and ensure that everyone was fairly treated, thus, being a great negotiator was also an important characteristic. Know when and how to reward followers and be popular, though it was equally important to maintain a balance with this so that you didn’t have to depend on followers for support and did not have favourites to the exclusion of others. As ruler, Henry did social and legal changes which included issuing the Charter of Liberties and restoring the English laws of King Edward the Confessor. In his coronation charter, Henry denounced William's oppressive policies and promising good government in an effort to appease his barons. (Britannica) Robert returned from the Crusades and attempted to make himself King of England. Henry soon drove him again to Normandy. The siblings kept on arguing for a few years, and Robert oversaw Normandy seriously, and squandered his cash. A portion of the Normans couldn't bear this anymore, and welcomed King Henry to come and take the dukedom of Normandy. Robert was imprisoned by his sibling, who detained him in Cardiff Castle, in Wales, where he existed for twenty-eight years until his passing. Lord Henry I, Beauclerc then took the title of the Duke of Normandy.
Throughout Henrys reign it is obvious that while there was still a strained relationship between state and church, Henry was very much the preferred ruler of England and Normandy.
