The strengths of Butte County Department of Behavioral Health (BCDBH) in the political system is that the agency always gets its funding from the federal, and people do not have to pay for their services. The stakeholders advocate for the clients need; they find ways to get funding to provide for the clients. The stakeholders helped passed the Mental Health Services Act (MHSA) (2004). The MHSA imposes a one percent (1%) tax on personal incomes in excess of $1,000,000. Under the MHSA, California counties receive a percentage of available funds to provide services as stipulated by the Act (MHSA, 2016). The money is used to provide their clients with the best interventions. They provide numerous programs and offices around the county. They get certain amount every year, and they have to spread it out over the whole year. They have to plan where the money will be spent and how much will be spent in each program. Unfortunately, they have to decide which program they will be spending the most; some other programs will not receive the same input as others. The stakeholders will have to make decisions in where their attention should focus. By having multiples goals can also affect their input into the programs. That is that by having multiples goals they can miss important details. By having multiple supervisors makes it hard to make decisions on their interventions, every single one will have a different opinion. Decisions will consume time; the time that can be used to help their clients. The training supervisors provide for their staff members consume a lot of time, and also, money from their funds its waste on the training.
