The Rwandan genocide was caused mainly by the UN Security Council and Belgium. I believe that the government of Rwanda, the Church, the RPF, and France are other minor causes of the genocide. The UN and Belgium have more blame because the UN Security Council had the power to stop the genocide the whole time, and without Belgium, the Hutus would not need revenge on the Tutsis.

Everyone was required to carry an ethnicity passbook which said if you were a Hutu or a Tutsi. The Belgians also decided that the Tutsis looked more like Europeans, so they gave control of the government to the Tutsis. The Hutus were then almost treated like slaves; they were lashed and treated badly by the Europeans and the Tutsis who were in charge. Before the Belgians controlled Rwanda, the Tutsis and the Hutus had minor disputes and an occasional fight. The Belgians brought a sense of hatred and revenge to the small feud, which eventually led to genocide. Revenge has been the cause of many terrible acts, but a good example is World War 2. Hitler convinced the German people that the treaty of Versailles was not fair and that they should get revenge for their punishment. World War 2 started when Germany reclaimed the land that they lost through the treaty of Versailles. Later, thousands of Jewish people were murdered by Hitler’s forces because the Germans were blind in their need for revenge.
