The article is written by Richard Fenno in 1978, summarizing the dilemma of congressmen in the contemporary time. The author was specifically discussing about members of the House, who always seek for reelection during his legislative career, as stated in the initial part of the paper. Fenno went on to propose the conflict in incumbent congressmen 's career: more attention for the Washington career leads to less attention for the congressmen 's home state. The Washington career required commitment to build up support within the House. However, focusing on Washington rendered the congressman homeless, or losing his home 's supportive forces.
The second stage stated that once a region reached a population of 5,000 not including any slaves, it became a Territory. The citizens of the Territory were then allowed to have a representative in Congress and elect a legislature. In the third stage once the population reached 60,000, it could write its own state constitution and join the Union equally. 2.The Annapolis Convention-

The cause of most political dispute around 1820-1860 was mostly about slavery. There has been division between the North and the South, though compromise had usually sufficed in calming the controversy. However, nearing 1860, political compromise appeared useless. Comprises simply postponed addressing the issue, and led to even greater issues, compromise wasn’t working politically, socially, and economically for the nation.
The political theorists David R. Mayhew, Gary W. Cox, and Matthew D. McCubbins argue on how the US Congress functions. They focus on the members of Congress and their actions. The basis of disagreement between the theorists lies in what Congress members find of importance. Mayhew argues that members of Congress, primarily concern themselves with reelection, as such, any action taken only benefits that. Cox and McCubbins’, however, formulate that Congress functions on the basis of majority party control and unity.
In order to convey a message author sometimes breaks away from the traditional way of portraying a protagonist. They do this to maybe go against other books written within the same genre or to make them stand out. Some books that have exhibited this characteristic are; Slaughterhouse-Five by Kurt Vonnegut, Frankenstein by Mary Shelley, and the fairy tale The Bloody Chamber by Angela Carter. In each of these stories, the author creates a protagonist that goes against the norms of the genre.
This allows the politicians to select one representative from each district to represent the majority of the voters in that district. This can benefit a political party because it allows them to have more seats in the house. “Eliminating gerrymandering would not by itself dramatically increase the competitiveness of house and state….between the two major political parties” (Mann, Thomas
The popularity of the members of Congress and Congress overall has been declining as the years pass and time changes. The dissatisfaction and disapproval of the public is so high because according to David Mayhew who wrote Congress the Electoral Connection members of Congress are single-minded people who are only focused on reelection, involve in “smart” behavior such as position taking, credit-claiming and advertisement. Also, according to Mayhew parties are weak, however, that is all not true people tend to vote more so for their party than the person in general. Arnold the writer of Logic of Congressional Outcome, states that Congress has many things to take into account such as citizen preference, robe-challenger, has to take into account
Are you opposed to the idea of congress members having term limits ? If you are I can understand why but personally I am not. Term limits would be very effective to see change, to give the best-qualified members a chance and restore government accountability. Don’t you think it would be a good idea to have term limits so there would actually be a chance of change ? Of course it would be a good idea !
Claim A: For Washington, a provision allowing for the eventual ban of the slave trade was vital to any compromise. Outlawing the slave trade had been a goal for decades. The slave trade was considered a great evil, even by many slaveholding Southerners who were against abolition itself. Claim B: The Southern states insisted on banning Congress from taxing exports so they can protect their agricultural exports or to prohibit Congress from banning the importation of slaves.

Term Limitation of Congress In America, it is a constant debate whether members of congress should be term-limited. Many people believe that the current members of congress have been in their position for too long and are subject to prejudices and old ideas. Although, the terms of house and senate should not be limited due to the fact that, the power to change a representative is in our hands as well as we, as a country, do not need a congress with little experience.
There was going to be a direct national election for the president. James Madison did not accept the proposal because the population in the south was less than the population in the north. So, the voting system would not be fair for the South, so James Madison proposed an idea to make the votes based on population and it would include a ⅖ discount of the slaves to be included in the population. At first, the population and the electoral votes were equal. For the 1800 Census, Pennsylvania had 10% more free people than Virginia and still Virginia had 20% more electoral votes which was caused for the slaves that were owned in the South.
The Senate and House of Representatives comprise the two chambers of the United States Congress. While both houses are representative bodies and jointly oversee the executive branch, both must approve all bills before the president, but both chambers have different roles according to the Constitution. The House of Representatives has 435 members apportioned to the house from across the United States. States with larger populations receive more seats within the house.
