Once the Radical Republicans gained control over Congress, the president was helpless. (Shultz, 2014). Even though the Southern states implemented Black Codes, the Radical Republicans had their own agendas. The Military Reconstruction Act irritated the Southern states. However, they were no competition for Congress. They needed to rebuild and desired protection so eventually they conceded. Meanwhile, the Northern states were fearful of Blacks moving northward (Dattel, 2015). They wanted the Blacks to be free of slavery, but wanted them to stay in their own areas and not expand. Blacks that lived in the North were treated poorly, they were excluded from society. Northerners considered Blacks free people; they did not want them to be slaves.
