Everyone who had any sense knew that the Articles of Confederation were weak and unsuccessful, and they knew that they had to fix it. So delegates from all of the states decided to meet in the Pennsylvania. However, Rhode Island did not send any delegates over to make suggestions for the Articles of Confederation. Over the course of a few months, the delegates worked on adding and strengthening the government that they spoke about in the Articles. At the end, thirty-nine of the fifty-five present delegates signed the Constitution. A delegate by the name of William Paterson was one of these signers.

Second, William introduced the New Jersey plan, a plan that would help to benefit the small states. The plan was made in rebuttal to the Virginia Plan. The Virginia Plan stated that the central government would have each state be represented by the population of each state. The New Jersey plan was proposed so that each state would have equal representation. He made sure that the federal government’s power did not take away too much from the power of the States. William only attended the meetings of the Convention 58% of the time, however he still was a major contributor to the Constitutional Convention. William also made sure that the leaders of this Convention did not violate their definitive rights. He was known to have "powers that break in upon you, and create wonder, and astonishment." He was the creator and writer of the New Jersey plan, and proposed it during the Convention to oppose the Virginia Plan. The New Jersey Plan was loved by the states of small populations such as New Jersey, but hated by the states of large population like Virginia. Even though the Virginia Plan was ultimately used, some ideas from the New Jersey Plan were added to improve the government. William made the Constitutional Convention have a great success rate, and even was one of the signers on September 17, 1787. The impact of the NJ Plan shaped the government and Congress in a better way and bettered the central government. William Paterson’s grade would be a 92. Or a 94, but not higher than a 96 because there is always room for improvement. The United States deserves a person of a high grade because the citizens are worth it.
