In Wilson's war message, Wilson request that Congress declare war on Germany due to the fact that because Germany is a non-democratic government it upholds danger to democracy. The generalization for this is that a non-democratic country is prone to enroll in warfare in means where a democratic government would never. Germany held a threat to the U.S. by denying the right of neutrals to use arms in the sea which left the transporting ships to fend for themselves.
