At the beginning of the 19th century Europe was devastated and suffered from the Napoleon Upheaval. Napoleon Wars brought to Europe the new ideas of nationalization and liberations, that came from the French revolution.

The Great Powers at the time represented by such states as Austria,the Russian Empire, Prussia and the United Kingdom were forced to make a new paradigm of International relations, that prevailed in Europe for almost a century.

In 1814-1815, the Great Powers convened in Vienna to discuss the ideas of and the notion of a balance of power in international relations.Due to the location of the meetings, firstly it was called the Congress of Vienna and later the name was replaced be the Concert of Europe. The confrontation between Austria and Serbia led to the confrontation between Austria and Russia(the Serbian ally), and soon all the states were involved in a global war.

The twenty century brought a lot of questions. The shift in paradigm in economy, culture, science aroused the new challenges that brought the monarchy to fail in many states, former colonies became independent states, the creation of nuclear weapon threatened the world security and could lead to the abolishment of mankind, as the result of a confrontation between the USA and the Soviet Union.

As Spruyt (2009) stated: «Henry Kissinger, National Security Adviser and then the Secretary of State during the Nixon and Ford administration in the United States (1968-76) used the principles of the Concert of Europe to balance the Soviet threat by making multi-power condominium with China, Japan and Europe and attempting to downplay differences and foster closer relations.»So the principles of the Concert of Europe affected the USA foreign policy even when the system itself was concluded almost one hundred and fifty years
