Adam Smith had a hands-off attitude toward the state. He supported the capitalist liberal philosophy. Smith argued that most of the public services may be performed by private entrepreneurs. However, he underlined some of public services such as justige, public security and service of national defence. Because these services are things that should be done by the state in regard to his theory of minimal state. He believed that these services are the states' basic traditional works and these duties must be performed efficiently and economically by state. For instance, in the United Kingdom between 1979 - 1990, M. Because the movement of neoliberal brought by globalization wants to promote free competition and to reduce the role of the state and legislation( Jessop, 2002). So many classic task of the state is transferred to the private sector through privatization and deregulation policies. The state will make public spending on the only state of the classical such as sector justice, defense, education, and providing local services and then should be decide what kind of tax income sources that would finance their spending. On the other hand, voluntary and private sector take an important place in this process to reduce the financial burden of the public. Services, such as health and education implemented by the private sector or voluntary, but the state would not be right to leave completely voluntary and private sector. And the state is responsible for providing these services to the public. According to the modern state, a important part of the activities in the past carried out by the state is now carried out by private enterprises. For example, there are many private schools in Turkey. But this does not mean that, it's going to privatize state schools. The number of public schools, and these schools are also undeniably there are in each corner of Turkey. That has not been established only in a particular area, such as private schools and is free of charge. In addition, the quality of education in public schools and other conditions, for example in terms of distribution of free books and computer, is being developed in terms of library and laboratory facilities in case of competition with private schools. With privatization, arrangements which are in the security sector have been made recently. In despite of the number of employees and activities are limited, private security agencies and organizations are permitted in Turkey. And also state of hospital is free and private hospitals have an agreement with the government. So if people want to pay a small amount, then they can go to a private hospital. For example, If health and education sectors did not done by the state, many people like the health care system in the America, will be forced to pay for services received. But many people may not
