Adam Smith had a hands-off attitude toward the state. He supported the capitalist liberal philosophy. Smith argued that most of the public services may be performed by private entrepreneurs. However, he underlined some of public services such as justige, public security and service of national defence. Because these services are things that should be done by the state in regard to his theory of minimal state. He believed that these services are the states' basic traditional works and these duties must be performed efficiently and economically by state. Because the movement of neoliberal brought by globalization wants to promote free competition and to reduce the role of the state and legislation( Jessop, 2002). So many classic task of the state is transferred to the private sector through privatization and deregulation policies. The state will make public spending on the only state of the classical such as sector justice, defense, education, and providing local services and then should be decide what kind of tax income sources that would finance their spending. On the other hand, voluntary and private sector take an important place in this process to reduce the financial burden of the public. And also state of hospital is free and private hospitals have an agreement with the government. So if people want to pay a small amount, then they can go to a private hospital.
