Members of the upper nobility consisted of aristocrats originated from aristocratic clans found in the Yamato region. Within this group, aristocrats became high-ranking members of the court. For instance, as high-ranking members appointed into the upper nobility at court, they were allowed to enter the inner and outer halls in the imperial palace because of the status of their clan (Morris, 1964; Lebra, 1993; McCullough, 1999b). These aristocrats had direct and indirect access to the emperor at court because they occupied the most powerful positions in the imperial government.
