The Army STEP Program is the newest process of promotion for Soldiers. It consists of the Selection, Training, Education and Promotion process’. The United States Army has been at war for 18 years, and during this time promotions have increased. Promotions for Noncommissioned Officers with little to no education became normal. They lacked the training necessary to lead Soldiers effectively. The Army STEP Program is a process every Soldier must go through before they may promote to the next rank. Selection of Soldiers happens in many ways. Leaders look for Soldiers who ready to advance to the next rank. The Soldier needs to seek self-improvement through three domains; institutional, operational, and self-development. Soldiers prove this by peer and leader assessments. A leader must be able to challenge a Soldier to better themselves as well as others in the self-development domain. This domain also uses the Structured Self-Development Course. The Soldier must then attend a Promotion Board. For Specialist and Sergeants, the Unit holds the Promotion Board. The Units Senior Noncommissioned Officers tests the Soldiers operational domain knowledge in the Promotion Board. For Staff Sergeants and above they attend a Centralized Board. The Centralized Board consists of the Noncommissioned Officers Board Packet going up against all other Noncommissioned Officers in their Military Occupation Specialty. These Packet are used to prove that Noncommissioned Officers knowledge and use of the operation domain. Each Promotion Board is unique, and when completed that Soldier could receive their promotable status.
