After Sam’s father died in January 2013, Sam struggled to manage the property at 864 Del Rio, Encinitas, California. Sam lived in an unpermitted 1-bedroom unit added to the back of the house which left a 3-bedroom house available for rent. Mary, I received a phone message from Ms. Katrina Richman, she has a son Matheo who attends Sunrise Drive. Ms. Richman works at Manzanita Elementary. She has some concerns regarding security of the upper field at Sunrise Drive, according to her there are three openings that anyone from the desert could access the school. Ms. Richman has spoken to Ms. Davidson and doesn 't feel that her concerns have been taken seriously. Ms. Richman would like to have someone call her back.

R/s Angelia reported that Ariel (6) and Cali (4) have been touching each other in a sexual way (feeling up on each other). On 12/6/16 at 1700 hours, I received a call for service at 3811 E Main St, in reference to a battery that occurred. The victim, Bill Johnson, and Robert Clarke arrived at the City Theatre at 1400 hours, and went to the rear of the line for a movie. Johnson was standing in front of Clarke when an unknown subject arrived east of the property and stands in front of Johnson. Johnson tells the suspect that the line starts at the rear of the line.

Genie Wiley is a child who spent the first 13 years of her life in nealy total isolation suffering severe abuse and neglect. She was never allowed to leave her bedroom; locked in bed at night and strapped to a potty chair during the day. When Genie was discovered by investigators and social workers, she was severely underdeveloped; those who first saw her said she appeared to be six year old. In addition to this, Genie was immobilized,still in diapers, and unable to communicate. Genie Wiley’s birth had no complications; however, she was later diagnosed as having a hip dislocation at eleven months, forcing her to use a frejka splint and delaying her being able to walk.
