Step 6: Formulate strategies to manage the issues
John M. Bryson wrote “A strategy can be defined as a pattern of purposes, policies, programs, actions, decisions, or resource allocations that define what an organization is, what it does and why it does it. Strategies vary by level, function and time frame. Organizations develop strategies to deal with the issues they have identified” (Bryson, 2011).
There are two approaches that Bryson covers with-in the text. The first method being a five-part process that begins with identification of practical alternatives, and dreams or visions for resolving the strategic issues. The changes indicated by the adopted strategies must be incorporated throughout the system for them to be brought to life and for real value to be created for the organization and its stakeholders. Thinking strategically about implementation and developing an effective implementation plan are important tasks on the road to realizing the strategies developed in Step six. The process should also include building capacity for the next round of strategic planning.
Action plans should detail the following: implementation roles and responsibilities, expected results and specific objectives and milestones, specific action steps and relevant details schedules, resource requirements and sources, a communication process, review, monitoring and midcourse correction procedures, and accountability procedures. This should happen shortly after the first round of strategic planning is completed while the information is still fresh. This step is something we do at my current job, but it is called ORM were we evaluate every task we conducted. To look at what we just did, how it was supposed to go, how it actually went, what was executed well, what was executed poorly, what should be maintained and what should be improved on.
