The plan aims at developing a high-speed access network across all of Italy. Under this plan, Italy will outsource the implementation of the project and AGCOM will regulate price conditions and technical standards for companies operating under the plan. There are three different objectives of SNBUL depending on the broadband infrastructure. First, Type A focus on the development of next-generation access networks in public ownership. Next, Type B addresses telecom operators for the implementation of project investment in infrastructure in the last mile access network. While Type C provides support to users in isolated areas.
