On 8/5/15 worker visited the residence of Ms. Mona Watts, for the purpose of assessing her need for services and making first victim contact. Upon entering, the home worker noticed what appeared to be sewage under the trailer beside the steps. The home smelt like the powder off a dog flea and tick collar. There as a dog in the home and according to Ms. Watts, the dog is elderly and unable to use the bathroom outside and that was the reason there was dog urine and feces in the floor. the dog did not appear to be an elderly dog. Instead, the dog appeared sickly with no fur and open sores on the skin. The trailer had one window with glass installed all other windows the glass had been broken out and the front door was closed with a bungee cord and pad lock. insulation hung from the ceiling and the floor gave when walking across. There did not appear to be a stove or oven in the home. The refrigerator is going out and Ms. Watts must put everything in the freezer. when questioned about moving into an apartment Ms. Watts was not interested and stated she could not afford to move. Watts appears to be ID and/or MI but denied every using the local Mental Health facility. However, her son uses the Mental Health facility because of his alcohol and anger issues. Apparently, on 8/4/15 Mr. Franklin became outraged because he thought Ms. Watts was going to throw out his beer. He grabbed a beer and threw it at Ms. Watts hitting her in the torso area. This frightened Ms. Watts and she called Mr. Franklin 's Mental Health Caseworker. The caseworker instructed her to call the Sumiton Police Department. When the police and caseworker arrived, they called EMS and Mr. Franklin was transported to BMU for an involuntary commitment. Ms. Watts is currently trying to find a ride to Jasper so she can fill out the commitment
