Labs, a science facility not far from the SCPD office. Scientist H.G.Wells had made a particle accelerator, which was going to be the cities new power source. However, it exploded and caused a massive electrical storm as well as a particle wave that sent aftershocks throughout the city. They got some running gear and headed out to an abandoned runway where they set Barry up for a “speed test” and as soon as they said go, Barry bolted away sending a huge gust of air behind him. “As he was running, he had a flashback of his childhood and ran into some barrels.” The next day Barry was happy he was now the “fastest man alive”.
