The American Civil War (1861–1865) was a war to resolve the survival of the Union or independence for the Confederacy. Some causes of the American Civil War were States' Rights (Bill of Rights and the 10th Amendment), High Tariffs, Nullification Crisis, Missouri Compromise, Kansas-Nebraska Act, Manifest Destiny, Fugitive Slave Act, etc. The main reason of the war was to keep the Union together, then in 1863 it became a war about slavery. So in other words, it was fought over states rights and federal government rights.
