CAPT Beauregard’s devotion to the men and women of the Coast Guard is truly evident in his personal desire to help them achieve the greatest possible measure of professional and personal success while under his command. 2. He believes in recognizing good works at the time they occur, rather than waiting on recognition until the end of a member’s tour. By bestowing on-the-spot personal awards, CAPT Beauregard proves he is always involved with what personnel are doing to make C3CEN a Center of Excellence. CAPT Beauregard also understands the value of a strong work-life and takes every opportunity to remind his crew they are more important than their work and should take their earned leave to enjoy time with their families. His people know he truly cares for them and they respond with a greater sense of pride and dedication.

6. CAPT Beauregard passionately believes in the potential of his Chief’s and understands the value of a unified Mess. Realizing current and former Chief Petty Officer’s make up more than thirty percent of his command’s unique personnel structure, and believing a united Mess is a dramatic force multiplier, he personally designated space for the creation of a Chief’s Mess. This will allows both enlisted personnel and junior officers to experience the traditions of entering and visiting the Chiefs Mess.

7. He is an active supporter of the Chief’s Call To Indoctrination program and encourages participation from his Junior Officers. He understands the value of teamwork and trust young Officers can obtain from the time honored CCTI process between Prospective Chief Petty Officers and Junior Officers. Understanding many Junior Officers under his purview come from the Direct Commission Officer program may not have any previous Coast Guard background, he highly encourages those Officers participation in the CCTI process. Upon learning a Chief assigned detached duty in his command was about to retire without formal recognition, CAPT Beauregard promptly provided for a retirement ceremony. He ensured the member and their family were given all honors and recognition deserved after 20 or more years of faithful service.

9. Captain Beauregard not only supports his Chiefs Mess but he also listens to the Mess. When presented with a weak link in the anchor chain, he supported the Chiefs Mess desire to hold to the Master Chief Petty Officer of the Coast Guards standing order number two. This further strengthened the chain and ensured the Master Chiefs Standing Order number one was adhered to.

10. Over the past two years, CAPT Beauregard has demonstrated superior leadership in regards to supporting Coast Guard members. CAPT Beauregard graciously accepted the Admin Assignment of a Chief Petty Officer with sixteen and a half years of active service who was in the medical board process. During this time, CAPT Beauregard was supportive and wrote an endorsement to retain this member. After the medical board was finished, CAPT Beauregard continued to support this Chief through multiple appeals and, in consulting with the member’s lawyers, an Article 138 procedure. CAPT Beauregard has continued to support the member throughout the two years it has taken for this process and has worked to ensure the member was being treated fairly. With his support, the member will be able to continue to reach retirement
