On July 11, 2017, the representative notified Temporary Assistance for Needy Families (TANF) that the CP failed to cooperate with Child Support by not keeping her July 5th appointment. On July 17, 2017, letters of Intent to Close child support enforcement cases were mailed to the CP after receipt of the FACETS terminations report notifying that the CP’s TANF case was scheduled to close on July 31, 2017. On August 7, 2017, the CP came to the office and requested to speak with a supervisor about her sanction. She said that she did not receive the appointment letter for her July 5th intake appointment.

According to the RP foster mother Audra Etheridge would routinely bake brownie (Red Velvet) mixed with marijuana. Foster child Bryannah stated her foster mother Audra offered and provided her with a brownie mixed with marijuana. Bryannah described feeling funny after eating the brownie. Bryannah stated the foster mother's adult son Marcus Etheridge, who did not live in the home, grew the marijuana, bought it to the foster home and the foster mother baked it into the brownies.

Children are placed in congregate care when they are found to be in an unsafe environment. Usually children of abuse or maltreatment are placed first (Font, 2015). Out-of-home-care causes increased problems of attachment, behavioral, and psychological disorders in the developing child. Child safety is the primary goal of out-of-home-care; however, maltreatment investigations are still reported in those institutions.
In America there is a welfare system in place to support the individuals and families in need of assistance to bounce back into the economy. The welfare system not only aids people in poverty but also benefits the children who enter into the foster care system in the United States. According to ABC World News nearly 60,000 children in America are reported to Child Protective Services for abuse and neglect every week (2006). However, just like any government programs the foster care system faces several dilemmas with issues in adoption, abuse and neglect with foster parents and no success with the children who age out of the system.

With the changes in the caregivers of children in foster care experience, the more likely they are to exhibit oppositional behavior, crying, and clinging. With that being said, in 2012, 23,396 youth aged out of the U.S. foster care system without the emotional and financial support necessary to succeed. Nearly 40% had been homeless or couch surfed, nearly 60% of young men had been convicted of a crime, and only 48% were employed. Seventy-five percent of women and 33% of men receive government benefits to meet basic needs.
Our foster care system was developed in the 19 century, and it all started with Charles Loring Brace taking in homeless children. The system has come a long way since it started by passing laws, such as the child abuse prevention and treatment act, that protect children, and among another things, however, it still has problems. Some of the major issues they have are children placements, preparing them for adulthood, the rules and regulations with the foster parents, and drug abuse among teens in foster care.
