Educator and administrator knowledge acquisition is more intricate, profound, and effective in a collective setting, where the members can network, cooperate, experiment with ideas, question their hypothesis and understandings, and process the new evidence collaboratively. When new viewpoints and concepts are analyzed in collaboration with others as part of the learning experience, new perspectives and experiences are being investigated, tested and developed. The professional learning community offers a more motivating and inspiring setting (Garmston & Wellman, 1999). Creating a collaborative community in a school involves the administrator and the educator’s commitment and a purposeful effort. Hord (1992) indicates that the research regarding school transformation and educational governance clearly identifies the effect of the role of the school administrator on school improvement. The governance imparted by the school leaders is crucial in directing and supporting effective application of new procedures and practice; however, within the professional learning communities a shared leadership structure is established. Educators that engage in collaborative team learning are able to learn from one another, develop and implement a continuous improvement. It is difficult to overstate the importance of collaborative teams in the improvement process (Newman & Wehlage, 1995). As a learning community, all members of the school staff should set high expectations for success for all students based on a clear and focused mission. When entire schools staff expects all children to learn, and concentrate their minds, hearts, and hands on the mission of making it happen, they will see to it that every child has an equal opportunity to learn and sufficient time to task to
