David Russell Williams was born in Bromsgrove, Worcestershire, England on March 7, 1963 to parents Christine Nonie (née Chivers) and Cedric David Williams. As a boy his family immigrated to Chalk River, Ontario, where his father, a metallurgist, would be hired at Canada’s premier nuclear research laboratory. Williams saw the divorce and remarriage of his parents not long afterwards. His mother remarried to a man named Jerry Sovka. In the 1970s, they moved near the Scarborough Bluffs, overlooking Lake Ontario. Due to Williams’ step-father’s nuclear expertise, the family moved during his final years of high school to South Korea. A year later, Williams and his brother returned to Toronto where they boarded at UCC, one of Canada’s most prestigious boys schools.

By late 1979, the Golden State Killer, now known as Joseph DeAngelo, was targeting people in southern California. He continued to rape female victims, then brutally murdered them and their male partners (if present). Ten people (four heterosexual couples and two individual women) were killed by the Golden State Killer in Santa Barbaras, Ventura and Orange Counties between 1979 and 1986. Since the burglaries, rapes, and murders were spread out geographically, authorities attributed the varying crime sprees to different people.
Unfortunately due to the lack of advancement in DNA analysis, DeAngelo wouldn’t be arrested until the 24th of April, 2018, over 40 years after the first known assault by the Golden State Killer. He was 72 at the time. Due to this and his background in law/criminality, DeAngelo was able to evade capture all those years. DeAngelo's charges encompass 87 victims, 53 crimes scenes, 11 different California counties, 13 rape-related charges, and 13 murders. He admitted to dozens of other rapes, but due to the expiration of statues of limitations, DeAngelo was unable to be tried on those
