Introduction
The Kosovo Assembly adopted Declaration of Independence on February 17,2008,which declared Kosovo was detached from Serbia to become an "independent,sovereign and democratic country". This was the result of years of turmoil in Kosovo. Since Kosovo announced independence, it has received many responses from the many countries. On February 18, the United States, Britain, France, Germany and Italy first recognized Kosovo's independence. Subsequently, countries that recognize Kosovo's independence emerged in succession. As of 27 November 2017, the Republic of Kosovo has 114 diplomatic recognitions as an independent state. Kosovo has been part of Serbian territory. There is no external foreign military occupation in Kosovo. Therefore, the basis for Kosovo's right to external self-determination under the circumstances does not exist. Secondly, the international community and international law grant only the people of the republics with the right of external self-determination under the state of allies. The administrative units in the republics, including its autonomous provinces, are excluded. So before the split of the former Yugoslavia, Kosovo, the autonomous province, no longer has the external self-determination right. The principle of external self-determination cannot be applied in the case of Kosovo because the people of Kosovo were neither a colonial people nor a people subject to foreign military occupation, but rather a national minority within a sovereign state. Also, some people conclude that the right to respect Serbia's territorial integrity was opposable to the people of Kosovo, that the people of Kosovo did not have a right of external self-determination, and that their declaration therefore violated Serbia's right to territorial integrity and was
