Jefferson is referring to the Quartering Acts that the king imposed upon the colonists. This is a grievance because the Quartering Acts were a direct offense on the colonist’s natural rights. The colonists were forced to house the soldiers without their consent which is Britan controlling them. This also angered colonists because they were forced into providing resources for soldiers who they did not consent to house. The middle listed 26 grievances the King had forced against the colonist. And it ends with the declaration of independence of the King. After Jefferson finished writing it he presented it to Benjamin Franklin and John Adams for their review. They made a few changes and then it was presented to the full Continental Congress, who made even more changes before voting on it.
