I blame Friar Lawrence because he had killed Juliet's cousin Tybalt but they had blamed Romeo for the death , so they locked Romeo up. Friar Lawrence could also be the killer because he wrote Romeo a note that wasn't inappropriate is was a bad not it wasn't nice at all.

After Romeo and Juliet fell in love, they asked for Friar Laurence to marry them in secret. Because he did, both families did not know about the marriage and the Capulet's tried to marry off Juliet. Desperate to avoid the marriage, Romeo and Juliet would both end up dying in a failed plan to end the marriage. If the marriage had been revealed to both families, it may have acted as a bridge between the two families to end the feud without further bloodshed.
Some might argue that Friar Lawrence should take the blame for the deaths of Romeo and Juliet, but he was only doing what they asked of him. The Friar was only trying to help people for the better. In Act 2, Scene 3, the Friar agrees to marrying Romeo and Juliet in hopes of ending the feud. He thinks that these two might have a chance at bringing the two families together and to stop the chaos. He was concerned on marrying them, but dreamed of what could happen in the end.

The families of Romeo and Juliet didn't support their love and if there wasn't a feud between the Montague's and Capulet's, Friar Lawrence wouldn't have had to create a plan to hide their marriage. Friar Lawrence played a big role in Romeo and Juliet's relationship and his actions ultimately lead to the death of the two. He marries the two behind their families back, creates a potion for Juliet to fake her death and fled Juliet at her tomb, where she then killed herself.
