PROGRAM GOALS and MANDATES
The purpose of this section is to identify program goals and objectives and their source of origin. The mandate of the Michigan Domestic and Sexual Violence Prevention and Treatment Board originates from the Michigan Domestic Violence Act 389 of 1978 (commonly known as the Domestic Violence Prevention and Treatment Act), and Executive Order Number 2012-17. The two sources of state legislation establish the organizational structure, directives, and goals of the Board.
Although the Board administers federal grant funding for domestic and sexual violence programs, no federal government mandate governs the Board, aside from the standard rules and regulations that apply to all recipients of federal grant funding. The

Authorized to implement a comprehensive state strategy to end domestic and sexual violence, the Board is responsible for coordinating prevention programs, overseeing victim services programs, and developing domestic and sexual violence policy recommendations. The Board’s mission statement is “To lead statewide efforts to eliminate domestic and sexual violence in Michigan” (Michigan Domestic and Sexual Violence Prevention and Treatment Board, 2015).
Authorized to coordinate the provision of domestic and sexual violence services in the State of Michigan, the Board assists service provider organizations in their development of service delivery plans and proposals for grant funding (Executive Order 2012-17). A primary goal of the Board is to improve the response of service providers to survivors of domestic and sexual violence (Michigan Domestic and Sexual Violence Prevention and Treatment Board, 2014). The Board is responsible for developing operating standards for victim service programs, ensuring that domestic and sexual violence programs are accessible to every citizen in the state, and providing technical support and assistance to victim service providers for treatment and program administration (Executive Order

The Board is also accountable for collaborating with state police to develop an effective data collection system to track and report accurate statistics on domestic and sexual violence crimes (Executive Order 2012-17).
The Board is legislatively mandated to develop policy recommendations to reduce incidences of domestic violence and sexual assault. Policy development is a critical component of the Board’s mandate. The Board is responsible for advising the Governor and state legislature about the impact of domestic and sexual violence in society, meeting the needs of victims, and recommending legislative and policy action required to end domestic and sexual violence (Executive Order 2012-17).
Also mandated to implement public policy, the Board is responsible for supporting community prevention and awareness programs and public education campaigns to garner public awareness about domestic and sexual violence (Executive Order 2012-17). The Board is directed to disseminate information to relevant professionals and the public about available resources and community organizations.
