First responders, EMT Kelley and EMT Halligan, arrived at the scene at 4:05 PM, announced themselves, and entered the premises through the closed front door of the Hoop House. It was sprinkling outside. Eduardo led EMT Kelley and EMT Halligan to the victim inside the Hoop House. To reach the victim, the three walked along the woodchip path. Upon reaching the victim, EMT Kelley and EMT Halligan touched the victim’s neck to check for a pulse. Subsequently, EMT Kelley and EMT Halligan touched the face and limbs of the victim, which were cold and stiff. EMT Kelley and EMT Halligan reported obvious signs of death. While EMT Halligan and EMT Kelley checked the victim, the scene was taped off, and a chokepoint was established.
