Childhood and Social Policy C.A.

For the purpose of this assignment the author will examine how two cultural mechanisms influence the development of social policy in Early Childhood Care and Education in Ireland. As described by (Kiely 1999, pp.141-142) “Cultural Mechanisms are those influences in society which determine which demands are valid matters for political decision and which are not”. The author will discuss the influence of the two cultural mechanisms, The European Union as well as social values and norms.
The European Union

It is clear the Traveller community’s culture is separate and distinct.”(Report of the Task Force on the Travelling Community, 1995). The experience of Travellers in Ireland today can be described as one of social and cultural exclusion. The widespread dismissal of Travellers cultural identity leads to their exclusion (Pavee Point, 2015). The same source advocates that traveller crafts and traveller language is not known; Travellers attitudes, beliefs and customs are dismissed or avoided in a monoculture education system the Traveller economy and work arrangements are not known and if they are, are criticised (Pavee Point, 2015). The same source advocates that Travellers and Traveller culture have been diminished and rejected over the years. In the past Travellers played a part as bearers of culture – music and storytelling. The brought music and storytelling from one place to another and developed different types of singing, playing music and storytelling. (Pavee Point, 2015) Travellers live in two worlds.
