Hunger Games In the movie Hunger Games, Panem is an example of totalitarian dictatorship, therefore the Capitol has a tight control over the slave laborers of the Districts and production. Although in the movie the specific style of the government and economy is not cleared, it can easily be inferred that that the government is totalitarian dictatorship and the economy is command economy style.The government controls all aspects through propaganda, fear, intimidation, police and strict laws. In their economy, the government controls production and regulates resources. Panem is a society of economic inequality and in the movie, there are examples of economic deprivation and famine too. For example, economy of District 12 operates around a coal mine. The Capitol imposed a single purchaser of mine and emigration to other districts is banned. The District is kept in a state of poverty without any ways to grow. Same structure applies to District 8 as well, where their occupation was agriculture, District 7 where everything revolves around lumber, District 10 does livestock, the occupation of District 9 revolves around grains.
