Definitions
English Language Learner: an active learner of the English language who may benefit from various types of language support programs. This term is used mainly in the U.S. to describe K–12 students.
English Language Learners are also defined as children who speak a language other than English at home and are not fully fluent in English.
English as a Second Language: formerly used to designate ELL students; this term increasingly refers to a program of instruction designed to support the ELL. It is still used to refer to multilingual students in higher education.

It can be used with Spanish speaking students from kindergarten through 12th grade.
TONI-3 – Language free assessment of nonverbal intelligence and reasoning abilities. It measures problem solving, abstract reasoning, intelligence and aptitude but doesn’t require reading, writing, speaking or listening. It is used for students who might have disorders related to communication.
Woodcock-Johnson III NU Test of Achievement – Used to determine if a student needs special service and can be used to help determine learning variations that will help to plan educational program and individual plans.
Wechsler Individual Achievement Test, 2nd Edition – It is used to assess achievement skills and can be used from ages 4 to adult. It can help to diagnose a learning disability, assist in placement decisions related to special education and guide curriculum planning.
Criterion Referenced Assessments
Brigance Diagnostic Assessment of Basic Skills (Spanish version) – Tests readiness, speech, recognition, oral reading, word analysis, listening, writing and alphabetizing, number computation and measurement. The test is administered individually and is not
