Historical Background of the Policy
America is founded on the ideology of Christianity. Whether one believes in the Bible, or not, society still focuses on similar morals and values portrayed in the Bible. The Bible describes children as blessings from the Lord (Psalm 127: 3-5 New American Standard Version), and it also states not to provoke our children (Ephesians 6:4 New American Standard Version). There is controversy in the book of Proverbs where it is notated that a child is foolish until a rod of discipline removes foolishness (Proverbs 22:15 New American Standard Version). Again, it is mentioned when explaining that disciplining a child will not kill the child, discipline will only correct the child (Proverbs 23:13 New American Standard Version). With this ideology and controversy originally annotated in the Bible, the welfare of our children has been a debate throughout history (Kadushin & Martin, 1981, p. 2, para. 1). United States Senator Walter Mondale, a democrat from Minnesota, organized CAPTA (McLeod and Nelson, 2013, p. 12, para. 1). CAPTA was originated to supply funding for states that have programs for child abuse prevention or treatment and professionals who are training to work for such programs (Myers, 2006, p. 98, para. 3). CAPTA created programs still seen today such as Child Protective Services, and the National Center for Child Abuse and Neglect (Krager & Stoesz, 2014, p. 320, para. 4).
