Evaluate the effectiveness of Tiberius reign during the Julio-Claudian Period (25 marks). The Julio-Claudian period of ancient Rome extorted immense political sovereignty in the form of various leaders and rulers like Emperor Tiberius. Ancient history’s view of early Roman Emperors such as Tiberius was inevitably coloured by the words of Tacitus and Suetonius, who specifically wrote with the agenda of exposing the major faults in his leadership, even if they were over-dramatised or ceased to exist. Following his succession, rather than financing his own personal tributes and dedications, Tiberius’ “austerity made a harsh first impression,” according to Tacitus concerning the emperor’s financial planning. Despite his misinterpreted bluntness, Tiberius implemented various governing policies that stabilised the rapidly fluctuating Roman economy such as the reduction of unpopular sales taxes, subsidising the price of grain and granting an interest-free loan fund of 100 million sesterces to alleviate a financial crisis in AD 33. Along with this Tiberius further demonstrated his financial frugality and imperial legates through the funding of future investment projects for Rome such as the road system in Spain and Gaul that would increase trade and travel within the city. When analysing the effectiveness of Tiberius’ reforms and policies, Scullard concluded that “Tiberius’ civil administration.was by general consent, excellent,” which also aligns with the view of other modern historians such as Shotter who believes Tiberius too was considered a suitable “personal auctoritas” when delegating civil legislative policies. Prior to his succession as Emperor of Rome, Tiberius was a highly renowned military advisor who according to Thurman was “meticulous and elite” as an ‘imperator’ where he led multiple armies to victory in Lower Germany and Panonia. The many years he served in the Roman army then played a major role in his effective leadership as an emperor, particularly evident in his ability to maintain and improve the strength of the frontiers and avoid mutiny through treaties and diplomacy in countries of concern such as the East and Africa. Tiberius was also responsible for the fortification of the Praetorian precinct outside the walls of Rome that minimised disciplinary problems through intimidation and was more effective in safeguarding Rome during an emergency. Tacitus, who often wrote of Tiberius from a point of criticism, even spoke highly of his military expertise and wisdom, stating that “Tiberius was happier to have secured peace by prudent negotiation than if he had fought a victorious war”.
