1. The public school systems has monopoly on local school districts education of grades K-12. Therefore, there are no monetary incentives to help children that need help, or to even help foster excellence. A good teacher would do their best to make sure children learned and achieved excellence, even though there is no incentive economically for those that have reached tenure. When teachers have gained tenure, they cannot be fired, unless they exhibit abusive behavior.

2. Many argue that there are many externalities benefits. Some of these benefits could include a rise in technological changes, as well as lowering of crime rates. The benefit of social cohesion is carried out for the most part in primary and secondary education, therefore
