Facilitating legal border entry and exit crossings of people and goods while maintaining secure a border infrastructure is rife with challenges. First, there are the costs associated with highly secured borders. In the post 9/11 period over $100 billion dollars has been spent on securing the southwestern border of the United States, while there has not been another major terrorist attack on the US, there is little to show for the hardening of borders (Thurston, 2009).
