The services provided through The Family Caregivers Benefits Program are beneficial for both the disabled elderly and the caregiver. The disabled, elderly will be allowed to receive additional benefits from programs, such as Supplement Security Income and Medicaid or Medicare, etc. Unlike previous studied programs, financial assistance was only provided if the elder had a low income. The main benefit is that the disabled elder can continue living out the rest of their lives at home, under the care of a loved one. The elder would be taken care of daily, and would be assisted with day to day living obstacles, that he or she can no longer do. The services provided for the caregiver, are that the caregiver is being paid, while caring for their disabled loved one. The caregiver payment will be tax deducted and the caregiver will also be allowed to pay towards Social Security. The eligibility rules for the disabled elder are that the elder must be diagnosed and determined disabled by a Doctor. The age limit of the disabled elder must be at least seventy years old. The caregiver must be someone within the immediate family and must be recommended by at least two additional immediate family members. According to Genworth Financial Incorporation (2014), a survey was conducted over the home health aide services in Mississippi and the median annual rate was $38,621. With our proposed policy, we would like to lower those numbers by paying the caregiver $10 for an eight hour day, seven days a week, which is 560 a week and 29,120 a year. Therefore, we can almost save 10,000 a year just by cutting back on staff and hiring a loved one to care for their disabled elder.
